Next time Anne-Marie DeCicco-clearly-not-the-Best tells us what a great job she has been doing for London over the past six years, we should pause, tune her out and instead contemplate the crumbling streets, the rising tax rate, the rising municipal debt and the ricocheting bullets.

A shooter opened fire after a dustup in a crowded downtown London parking lot early yesterday, sending four people to hospital with bullet wounds.

Charged with a raft of offences, including one count of attempted murder, is Ahmed Moalin-Mohamed, 23, of London. Held in custody, he's to appear in court today.

The charges came hours after the 3 a.m. shooting that shut down Richmond Street between Dundas Street and Queens Avenue much of the morning.

It was unclear precisely where the shots were fired from and where the victims were hurt.

Witnesses said the gunplay began after a fight in the parking lot at Carling Street and Richmond, behind a Sammy's Souvlaki food stand.

"It was like a war. It's scary," said Samira Hanna, a Sammy's employee working when the shooting started about 2:50 a.m.

"Anyone passing by could have been killed."
