"Guns, chaos, David Miller…"

On the question of gun violence, London has Anne Marie DeCicco, relatively harmless and uninformative. Toronto has David Miller, who proposes punitive measures for law-abiding citizens in the name of appearing to be doing something:

His most recent inanity is that all gun owners should be forced to keep their guns in a secure central depository to be retrieved presumably on a loan-basis, as they are needed.
What's the difference between a legal gun and an illegal gun? The legal gun has been registered under a $2 billion federal gun registry program that has done nothing to decrease gun violence. If David Miller has his way the legal gun will also be a museum piece. Now about those illegal guns, Mr. Miller?
