Lies, all lies, and the media wants you to think everybody else believes them

If you don't have any turnip-truck bruises, you already knew Gomery would never unambiguously implicate anybody. I thought the Party would rely on their newspapers and television networks to invert whatever needs inverting, in their usual way, but it won't even be necessary since immunity is already built into the mandate:

Paragraph K:

The Commissioner be directed to perform his duties without expressing any conclusion or recommendation regarding the civil or criminal liability of any person or organization and to ensure that the conduct of the inquiry does not jeopardize any ongoing criminal investigation or criminal proceedings;
The Party media won't tell you this, and you'll be left with the impression he declined to do so. That's The Plan, because they think you're stupid enough to believe that everybody else is stupid enough to believe it.

There is no lie the Party will not tell to stay on the other end of that cash hose you're pouring half your life into.

Update: Paragraphs A through J and beyond filled in at Gin & Tonic.
